Position Overview

We are seeking a highly motivated Project Manager to join our Compliance team in either our Houston, Dallas, or Austin offices. The successful candidate will be responsible for assisting ESE’s Compliance team with delivery of services to the marketplace in an organized and disciplined manner, striving to continuously improve in the areas of Consultative Project Management and Technical Guidance. The candidate will interact with a multi-disciplinary team of compliance professionals and will be involved in a variety of projects. The successful candidate will have some combination of the professional and technical skills detailed below.

 

Key Responsibilities

  • Deliver the professional consulting services offered by ESE Partners using ESE delivery systems and methodologies.
  • Operate as one of the firm’s technical leaders with respect to the disciplines related to Environmental Compliance consulting.
  • Provide or assist in the management of numerous projects and personnel simultaneously with potentially widely varying environmental compliance scopes of work related to air, water and waste.
  • Development of scopes of work, proposals, budget estimates, and project strategies for various types of environmental compliance projects relating to air, water, and waste.
  • Management of project budgets, so as not to exceed estimates without client approval.
  • Successful negotiation of permits and project goals with regulators on behalf of clients.
  • Develop, maintain, and grow professional relationships with prospective clients inclusive of business development events and client targeting, existing clients, regulators and vendors.
  • Complete client needs assessment, project scoping, conduct client follow-up, be responsible for task or project financial performance, and assist in collection efforts when needed.
  • Have technical proficiency/experience in some combination of the following items:
    • Working knowledge of Federal and TCEQ environmental programs and permitting processes as detailed.
      • Understanding of Texas Administrative Code (TAC) requirements applicable to:
        • Air (30 TAC Chapters 39, 101, 106, 111-118, and 122)
        • Water & Wastewater (30 TAC Chapters 290, 305, 308, 210, 331)
        • Waste (30 TAC Chapters 330, 335, 312, 327, 328)
      • Familiarity with federal environmental regulations, including:
        • Clean Air Act (CAA)
        • Clean Water Act (CWA)
        • Resource Conservation and Recovery Act (RCRA)
        • SPCCs
        • EPCRA / Tier II reporting
        • TRI Reporting
      • Air emissions applicability determinations and compliance support
      • Preparation or assistance with:
        • Air permits by rule (PBRs)
        • NSR permit applications (minor)
        • Emissions inventories (EI)
        • MACT/NESHAP/NSPS applicability evaluations
      • Stormwater compliance including:
        • SWPPP preparation and implementation
        • Construction and industrial stormwater permits (TXR150000, TXR050000, TXR130000)
        • Routine stormwater inspections and corrective actions
      • Wastewater compliance support:
        • TPDES permits (general and individual)
        • Pretreatment program familiarity (industrial users and categorical industrial users)
        • Wastewater sampling coordination
      • Hazardous and non-hazardous waste determinations
      • Generator classification (CESQG / SQG / LQG)
      • Familiarity with:
        • Waste profiles and manifests
        • Biennial/Annual waste reporting
        • RCRA Generator requirements for the management and storage of hazardous, exempt, and special wastes
        • Texas IHW requirements for Class I and II wastes
      • Experience with compliance inspections, audits, and recordkeeping
  • Maintain an average utilization of 80%.
  • Ensure all assessments are completed within project timelines and budget constraints.
  • Stay updated on industry regulations, guidelines, and best practices for environmental site assessments.
  • Collaborate with other team members and departments to support project objectives.
  • Perform other project duties, as assigned.

 

Qualifications

  • Bachelor’s degree in environmental science, geology, engineering, or a related field.
  • Minimum of 5+ years of experience in environmental compliance.
  • Strong knowledge of field-based operations and safety requirements.
  • Excellent analytical and problem-solving skills.
  • Proficiency in report writing and documentation.
  • Effective communication and interpersonal skills.
  • Ability to work independently and as part of a team.
  • Valid driver’s license and willingness to travel for site assessments.
