The Texas Broadband Development Office (BDO) has taken another major step toward bridging the state’s digital divide. The BDO recently released the draft of its Final Proposal for the federal Broadband Equity, Access, and Deployment (BEAD) Program, which allocates up to $3.3 billion to expand high-speed internet to unserved and underserved Texans.

This draft proposal details how Texas will implement BEAD funding to achieve universal broadband coverage, outlining the state’s plan for soliciting, evaluating, and selecting subgrantees responsible for delivering connectivity to over 240,000 homes, businesses, and community anchor institutions that currently lack access.

A Statewide Call for Public Input

The BDO is inviting all Texans to review and comment on the proposal until October 22, 2025, at 2:00 p.m. CT. Feedback gathered through the Final Proposal Public Comment Form will help shape how BEAD funds are distributed and how broadband expansion projects are prioritized.

This public engagement ensures that broadband development reflects not just federal and state priorities, but also local community needs, environmental considerations, and regional equity.

Connecting Communities Responsibly

At ESE Partners, we understand that broadband expansion is about more than technology — it’s about building infrastructure that connects communities while protecting Texas’ environment and heritage.

Our teams have supported broadband and digital infrastructure projects across the state by guiding developers through:

  • Environmental due diligence and permitting
  • Wetland delineations and jurisdictional determinations
  • Cultural and biological resource studies
  • NEPA, Section 106, and Clean Water Act compliance
  • Coordination with TCEQ, USACE, SHPO, USFWS, and FCC

By integrating environmental and regulatory expertise early in the process, we help ensure broadband projects meet federal funding requirements, avoid costly re-routes or delays, and move forward in full compliance.

Texas First — and Connected for the Future

The BEAD Program represents one of the largest infrastructure investments in Texas history. As the state works toward universal broadband access, responsible development will be key to long-term success.

ESE Partners is proud to support the mission of connecting Texas — responsibly.
