Flood control infrastructure plays a critical role in protecting communities across Texas. But before planning, design, and construction can begin, one key step often determines how smoothly a project will move forward: environmental due diligence.
For a proposed flood control acquisition in Harris County, ESE Partners conducted a Phase I Environmental Site Assessment on an approximately 28-acre tract to support early-stage decision-making. The goal was to identify any environmental conditions that could impact redevelopment, introduce liability, or delay project progress.
At first glance, the property appeared low risk. It consisted primarily of undeveloped and agricultural land with minimal visible improvements. However, sites like this often require deeper investigation due to historical land use and surrounding conditions.
ESE completed a comprehensive evaluation that included regulatory database reviews, historical aerial analysis, site reconnaissance, and coordination with local agencies. Environmental factors such as hydrogeologic conditions and surrounding land use were also assessed to fully understand the site context.
The outcome provided exactly what the project team needed: clarity.
No recognized environmental conditions were identified, and no regulatory concerns were found that could impact development.
With these findings, the project team was able to move forward with confidence, reducing uncertainty and supporting efficient project planning.
