PROJECT OVERVIEW
ESE supported a North Texas aggregate processing facility near Ferris with industrial stormwater compliance under the TPDES Multi-Sector General Permit, TXR050000. The site manages outdoor stockpiles, crushing-related activities, equipment access, maintenance, and refueling areas. ESE’s engagement focused on developing an implementation-ready SWPPP, supporting permit coverage, and aligning stormwater controls with Sector J requirements.
CHALLENGES
The facility was subject to TCEQ MSGP requirements for mineral mining and processing activities, including Sector J benchmark monitoring for TSS and pH. Potential pollutant sources included exposed aggregate materials, oils and grease from equipment areas, diesel refueling, sediment tracking, and stormwater flow to a single permitted outfall. The site also required clear delineation of shared operational areas, drainage pathways, structural controls, and inspection responsibilities.
ESE’S APPROACH
ESE prepared a site-specific SWPPP consistent with TXR050000, TCEQ requirements, and Sector J stormwater controls. The approach combined field observation, drainage mapping, exposed-material evaluation, outfall documentation, BMP review, and permit-driven monitoring procedures. ESE also structured recordkeeping tools to support inspections, sampling, spill response, employee training, and annual compliance review.
KEY ELEMENTS IMPLEMENTED
- Prepared a TPDES MSGP SWPPP for Sector J aggregate operations.
- Documented exposed materials, pollutant sources, drainage areas, and outfall conditions.
- Established structural controls including berming, stabilized entrances, check dams, and secondary containment.

RESULTS
The facility obtained a defensible stormwater compliance framework aligned with TCEQ MSGP requirements. ESE’s work clarified pollutant sources, control measures, monitoring obligations, and documentation protocols for routine implementation. The SWPPP improved readiness for inspections, sampling events, internal reviews, and regulator requests.
PROJECT IMPACT
The completed program integrated stormwater compliance into day-to-day aggregate operations while reducing risk associated with sediment, petroleum products, and exposed materials. The facility now has clear procedures for maintaining BMPs, documenting inspections, responding to spills, and updating the SWPPP as site conditions change. This provides long-term audit readiness and supports continued permit compliance under Texas industrial stormwater regulations.
